Compliance with other obligations for direct payments: verification

In the area of direct payments to farmers, the term "cross compliance" plays an important role. It states that farmers (since 1 January 2005) must comply with certain obligations to receive direct payments.

There are three areas:

  • compliance with basic management requirements in the areas of human, animal and plant health, the environment and animal welfare;
  • the maintenance of good agricultural and ecological status of the land, and
  • the preservation of permanent pasture.

If some or all of the technical provisions in place for these three areas are not complied with, sanctions will be imposed. Depending on the severity, extent, duration or frequency of the infringements, there is a reduction of between one percent and up to 100 percent of direct payments for one or more calendar years.

Since January 1, 2007, the above-00 regulations and some other regulations on phosphate fertilization also apply to recipients of certain area-related payments under the so-called 2nd pillar.
