Increased risk from incidents (domino effect) review

The competent authority is obliged to determine to the operators of operating areas under the Incident Regulation which areas or groups of operating areas may be more likely to experience incidents due to their geographical location, distance to each other and hazardous substances present in their installations, or where such incidents may be more consequential (domino effect). For the assessment, the Authority shall, in particular:

  • the information provided by the operator in the notification and in the safety report,
  • the information provided by the operator following a request from the competent authority for additional information, and
  • the information obtained by the competent authority through surveillance measures.

The information to be reported by the operator shall also include conditions in the immediate vicinity of the operating area which may cause an accident or aggravate its consequences, e.B details of neighbouring operating areas, other establishments not covered by the Incident Regulation, and areas and developments which could give rise to an accident or which may increase the likelihood of an accident occurring or the effects of an accident and domino effects may increase. In addition, where the Authority has additional information, it shall make it available to the operator without delay, where this is necessary for the cooperation of the operators.
