Certificate of safety for games with winning ability to grant

The certificate of safety shall be issued to the manufacturer of a game if it is a gaming device which is produced as standard. He will then receive an imprint of the safety certificate for each replica of the playing equipment. In all other cases, it will be granted to the game's organiser. The certificate of safety contains the following information:

  • Name of the game
  • Company name and registered office of the manufacturer or name, date of birth, place of birth and place of residence of the organiser
  • Description of the game and the game sequence, if necessary with illustrations and overview drawings
  • Game rules and profit plan
  • List of places where you can host the game
  • Period of validity of the certificate of safety
  • possible ancillary provisions

Certificates of safety may also be issued on a temporary basis or subject to conditions.

The certificate of safety is refused if:

  • there is a risk that the player will suffer unreasonably high losses in a short period of time, or
  • the game can be organized by a change in the playing conditions or by changing the gaming facility by simple means as an illegal gambling within the meaning of Section 284 of the Criminal Code (StGB).
    This is particularly the case if:
    • these are card, dice or ball games derived from a gamble within the meaning of Section 284 of the German Civil Code (StGB), or
    • the game cannot be operated economically in accordance with the conditions submitted for examination.
