Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Driving licence: Issuance - from 17 years


Young people in Germany are allowed to drive cars and trucks up to 3.5 t as well as cars with trailers at the age of 17 if they have successfully passed the driving test. However, driving is only permitted until the age of 18 if accompanied by an adult – otherwise there is a risk of revocation of the driving license, a fine and an extension of the probationary period.

Driving licenses are issued, exchanged, replaced, extended and withdrawn at the driving license office. Licenses are issued, exchanged, replaced and extended upon application. Furthermore, measures are ordered to protect the public within the framework of the driving aptitude assessment system and for novice drivers in the probationary period as well as for aptitude tests. Another task is the issuing and monitoring of driving instruction and driving school licenses.

Current information: Mandatory exchange
The change in the law on the mandatory exchange of old and unlimited driving licenses came into force on 19.03.2019. All gray or pink paper driving licenses and unlimited card driving licenses must be exchanged for the temporary card driving license by 19.01.2033 at the latest. The legislator has decided on a division by year of birth(time limit plan) in order to give the driving license offices the possibility of proper processing.

By 19.01.2025 at the latest, driving license holders born after 1953 who still have a grey or pink paper driving license must have exchanged it for a temporary card driving license.

For card driving licenses issued after 01.01.1999, the exchange period depends on the year of issue(see timetable).

Driving license holders born before 1953 must exchange their driving license by 19.01.2033, regardless of the year of issue of the driving license.

Requirements

for applicants:

  • Minimum age: 17 years
  • Proof of normal residence in Germany
  • Mastery of the basic principles of care for road accident victims
  • Consent of the legal guardian

for accompanying persons:

  • in possession of a valid class B driving licence or a corresponding German, EU/EEA or Swiss driving licence for 5 years
  • Reaching the age of 30
  • no more than 1 point in the driving fitness register (FAER)

Which documents are required?

  • Identity card
  • original signature on official form
  • Current biometrics-compatible photograph, in passport format (45 x 35 mm) in portrait format, frontal shot without border, without headgear and without covering the eyes
  • First aid Proof
  • Proof of an eye test (optician or ophthalmologist)
  • Application form for participation in accompanied driving at the age of 17
  • Declaration of consent of the legal guardian

What are the fees?

Fees are charged in accordance with the respective scale of fees of the competent authority.

Process flow

The application must be submitted in writing by the driving school or personally by the applicant. If suitable, the competent body shall issue the test order to the competent technical inspection body.

The competent authority issues a so-called test certificate for the driving licence, which serves as proof of driving authorisation in Germany up to 3 months after reaching the age of 18. This roadworthiness certificate must be carried on all journeys. The certificate names the persons intended to accompany them, i.e. it is not allowed to travel with any number of different accompanying persons.

What deadlines do I have to pay attention to?

An application is possible at the earliest from 6 months before reaching the minimum age.
