Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Opening to the public is by appointment only. To ensure that appointments are allocated fairly to all citizens, please refrain from booking several appointments for the same request as a precautionary measure. Several requests can be booked in one appointment. A corresponding selection must be made when booking the appointment.

Driving licenses are issued, exchanged, replaced, extended and withdrawn at the driving license office. Licenses are issued, exchanged, replaced and extended upon application. Furthermore, measures are ordered to protect the public within the framework of the driving aptitude assessment system and for novice drivers in the probationary period as well as for aptitude tests. Another task is the issuing and monitoring of driving instruction and driving school licenses.

Current information: Mandatory exchange
The change in the law on the mandatory exchange of old and unlimited driving licenses came into force on 19.03.2019. All gray or pink paper driving licenses and unlimited card driving licenses must be exchanged for the temporary card driving license by 19.01.2033 at the latest. The legislator has decided on a division by year of birth(time limit plan) in order to give the driving license offices the possibility of proper processing.

By 19.01.2025 at the latest, driving license holders born after 1953 who still have a grey or pink paper driving license must have exchanged it for a temporary card driving license.

For card driving licenses issued after 01.01.1999, the exchange period depends on the year of issue(see timetable).

Driving license holders born before 1953 must exchange their driving license by 19.01.2033, regardless of the year of issue of the driving license.

Which documents are required?

  • Copy of proof of identity (including identity card, passport, electr. Residence permit)
  • Current biometrics-compatible photograph, in passport format (45 x 35 mm) in portrait format, frontal shot without border, without headgear and without covering the eyes
  • Copy of previous driving licence
  • Proof of initial qualification, accelerated initial qualification or continuing education
  • Proof of other completed special education and training measures within the meaning of the Professional Driver Qualification Ordinance (training on the inland transport of dangerous goods for drivers or training on the protection of animals during transport), if these are to be taken into account,
  • In case of issue due to change: proof of the corresponding change

What are the fees?

Fees are charged in accordance with the scale of charges for road transport measures (GebOSt). The amount of the fees results from the cost tariff of the annex to the GebOSt.

Process flow

Please apply for the Driver Qualification Certificate (FQN) in writing. The competent authority may require you to hold preliminary discussions in person. Please inform yourself in advance on the homepage of the driving licence office responsible for you. There you will also find information about the documents you need.

Upon receipt of the application, you will receive an invoice for the application fees.

After payment of the application fees and examination of the documents, the competent authority has a driver qualification certificate produced by Bundesdruckerei.

Bundesdruckerei will send you the driver's qualification certificate.

What deadlines do I have to pay attention to?

You should inform yourself in good time before the code number 95 in your driving licence expires at the driving licence office responsible for you, for example, whether an appointment is required for a personal appearance and how much lead time is necessary.

What else should I know?

The driver qualification certificate replaces the entry of the key number "95" in the driving licence.
