Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Applying for a residence permit for the purpose of employment for qualified tolerated persons


As a tolerated foreign person, you can obtain a residence permit for employment if you have completed qualified vocational training or university studies in Germany. A qualified vocational training exists if you have completed vocational training in a state-recognised or comparably regulated training occupation. The training period must have been at least two years.

If you obtained your university degree abroad, you can obtain a residence permit if your foreign degree has been legally recognised in Germany or is comparable to a German university degree. The Central Office for Foreign Education is responsible for the recognition of foreign university degrees in Germany (see "Further information"). In addition, it is necessary that you have pursued employment commensurate with your degree for two years without interruption with your foreign university degree. Employment is appropriate if it usually requires an academic degree and the knowledge acquired through higher education is needed, at least in part or indirectly. Shorter interruptions of employment, which should not normally exceed a total duration of three months, are harmless.

You can also obtain a residence permit if you have obtained your professional qualification abroad, have been in qualified employment for three years without interruption and have not relied on public funds (with the exception of benefits to cover the necessary costs of accommodation and heating) within the last year before applying for the residence permit for your subsistence and that of your family members or other household members. were instructed. Skilled employment exists if it is usually carried out by persons with skills, knowledge and abilities acquired through qualified vocational training or academic training. The residence permit is issued for a limited period. Holders of the "Ausbildungsduldung" are granted a residence permit for two years if they wish to take up employment that corresponds to the qualification acquired in vocational training.

Process flow

The procedure is as follows:

  • Depending on the immigration authority and concerns, it may be possible to apply via the Internet. Find out whether your immigration authority offers the electronic application for a residence permit.
  • If the application is only possible in person, make an appointment with the Foreigners' Registration Office. During the appointment, your application will be received and your supporting documents will be checked (bring them with you to the appointment). Your fingerprints will be taken to produce an electronic residence permit (eAT card).
  • In the event of an electronic application, the Foreigners' Registration Office will contact you upon receipt of your online application in order to make an appointment at the Foreigners' Registration Office if necessary. During the appointment, your documents will be checked (bring them with you to the appointment) and your fingerprints will be taken for the production of the electronic residence title (eAT card).
  • If your application is granted, the Foreigners' Registration Office will arrange for the eAT card to be produced.
  • After about six to eight weeks, you can pick up the eAT card at the Foreigners' Registration Office.
