Outdoor Advertising: Approval
Outdoor advertising refers to the forms of advertising in which the advertising medium is located in public spaces. The installation of outdoor advertising is usually subject to approval.
Who should I contact?
The responsibility lies with the district, the district-free city, the large independent city and the municipalities with building authority powers.

Which documents are required?
Documents may be required. Please contact the competent authority.
What are the fees?
A building permit fee will be charged in accordance with the annexes to the building fee regulations and, if applicable, an additional special use fee in individual cases in accordance with local law.
If an advertising system is installed without a required building permit, this can be punished with an administrative offense.
What deadlines do I have to pay attention to?
The application must be submitted in good time before the advertising system is installed.
What else should I know?
In addition, a special use permit may be required for the use of public space. In individual cases, the building supervisory authority or the respective municipal administration will advise you on this.
There are also advertising systems that do not require a permit in accordance with Section 10 of Annex 1 to Section 60 of the Lower Saxony Building Code (NBauO), e.g. for advertising systems with a viewing area of up to 1 square metre, for advertising systems for temporary events or for advertising systems that are temporarily installed or set up for public elections.
Incidentally, the NBauO does not apply to advertising material that is attached to the columns, boards or surfaces approved for this purpose.
