Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

ID card issue


As a rule, you collect your ID card from the citizens' office where you applied for it. With a power of attorney, you can also authorize a representative to collect your ID card.

You can find the authorization form online via the ID card portal. To collect your child's ID card, you only need a power of attorney if the child is 16 years or older.

Your local citizens' office will tell you whether you need to make an appointment to collect the ID card or whether you need to follow any other instructions regarding the time of collection.

You can hand in your old ID card when you collect it or have it validated if you want to keep it as a souvenir. If you have lost your old ID card, fill out a loss report.

Which documents are required?

  • Your old identity card document (exception: old identity card is no longer available due to loss/theft)
  • In case of representation: Power of attorney to collect an identity card

Process flow

You can collect your new ID card from the Citizens' Registration Office where you applied for it:

  • You can find out when the ID card can be collected when you apply or ask at the Citizens' Registration Office. When you applied for your ID card, you received the PIN letter that goes with your ID card. The PIN letter contains a five-digit transport PIN, an unblocking number (PUK) and a blocking password. You can use the transport PIN to set a six-digit PIN of your choice. You can also set the six-digit PIN yourself at home at any time using a suitable NFC-enabled smartphone, the PIN letter and the AusweisApp2. You need the six-digit PIN you have chosen yourself to be able to use the online ID function of your ID card.
  • You collect your new ID card from the citizens' office where you applied for it.
  • The new ID card will be issued to you on presentation of your old ID card. If you would like to keep your old ID card as a souvenir, the document can be returned to you after it has been validated.
  • If you have lost your old ID card in the meantime or if it has been stolen, fill out a loss report.
  • Finally, confirm receipt of the new ID card with your signature.
  • An authorized adult can be appointed to collect the new ID card. This person must be able to identify themselves and present a written authorization for collection. You can find a form for this authorization online on the ID card portal.
