Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Apply for a new identity card because of theft


You must report the theft of your ID card.

You can report the theft to any identity card authority. As a rule, you should contact your local citizens' office. If you report the theft to the police, you must go to the ID card office to apply for a new ID card.

You must also apply for a new ID card if you are over 16 years old and do not have a valid passport document, i.e. a passport or temporary passport. You can submit the application to the citizens' office at your main place of residence.

If you do not apply for your new ID card at your main place of residence, but at another citizens' office, you will need an important reason. You will also have to pay a surcharge. If you contact your chosen Citizens' Registration Office in advance, you can find out whether and to what extent the Citizens' Registration Office will accept your reason.

Requirements

The obligation to apply for an identity card applies to you if you

  • have German citizenship
  • have reached the age of 16,
  • are registered in Germany
  • do not have a valid passport document, i.e. passport or temporary passport.

For the application outside your main residence:

  • You must be able to show an important reason why you are not applying for the identity card at the identity card authority that is responsible for your main place of residence.
  • Exception: The temporary identity card cannot be applied for abroad.

Process flow

To apply for a new identity card after theft, proceed as follows:

  • Report the theft to an identity card authority, usually the citizens' registration office, or to the police. You can report the theft informally in writing or in person.
  • If you want to apply for a new identity card at the same time at the Bürgeramt, you must do this in person and bring the necessary documents with you.
  • When you apply, your Bürgeramt will inform you when you can collect your identity card.
  • Your identity card is produced centrally by Bundesdruckerei GmbH.
  • You can make an appointment to collect your identity card online, by e-mail or by telephone at many Bürgerämter. You can find out which options are offered by your local citizens' registration office, for example, on its website.
