- If you wish to hold an assembly, you must notify the competent authority at least 48 hours before the event is announced.
- Once the competent authority has received your notification, it will be forwarded to the local regulatory authority responsible for the place of assembly, to the police and, if necessary, to other authorities that need to be involved. These authorities involved can then comment on your planned assembly.
- Cooperation talks are regularly held with the authorities involved (police, public order offices) in advance with regard to the course and implementation of the assembly.
Who should I contact?
The assembly must be reported to the competent authority. The competent assembly authorities are the districts, independent cities, large independent cities and independent municipalities, in the area of the state capital of Hanover, the Hanover Police Department.

Requirements
• You must have a person for each meeting who reported the meeting as well as a meeting leader.
• The person making the report can be an individual, an organization or an association.
• The chairperson of the meeting must be an individual.
• This individual is responsible for the orderly running of the assembly and is the contact person for the police and the assembly authority during the meeting.
• The chairperson of the meeting must be present for the entire duration of the meeting. A deputy for the chairperson of the meeting can be named.
Which documents are required?
None. However, existing sketches or descriptions (e.g. route, structures/stages, means of assembly) can be attached to facilitate processing by the assembly authority.
What are the fees?

Process flow
- They submit their notification of the assembly to the competent authority in digital or analog form.
- The notification is not bound to any form.
- Regardless of whether you submit the notification online, in writing or verbally, the following information must be included:
- Name and address of the organizer of the event (private individual or organization)
- Name and address, telephone, date of birth and fax/email of the person chairing the meeting.
- Description of the planned course of the assembly by location
- In the case of processions/demonstrations, the planned route.
- The intended start and end of the assembly.
- The subject or topic of the assembly.
- The expected number of participants.
If you wish to submit the notification online:
- You do not need to register or create an account.
- You fill in the mandatory fields of the online service.
- You will receive a confirmation e-mail to the e-mail address you provided
If you wish to submit the advertisement by post:
- You put your ad in writing, e.g. using a sample template, and check your details for completeness.
- You then send the notification by post or submit it locally to the responsible authority.
Then:
- The competent authority processes your notification and forwards it to the local authorities (police, health authority, public order authority) with comments if necessary; they provide feedback with possible indications of restrictive orders or threats to public safety that may justify such orders or a ban.
- As a rule, a cooperation meeting is held between the responsible authority/police and the organizer.
- Feedback from the authorities is examined separately and any cooperation at the place of assembly is decided.
- A confirmation of notification is then issued and sent back to the applicant.
- The notification is confirmed or a notice with restrictive orders or a ban is issued. No fees will be charged.
- Notification at short notice up to 1 hour before the start of the assembly is possible.
- The responsible authority must be informed immediately of any significant changes to the details of the assembly. - The responsible event management must be known for the confirmation of the notification or the notice of conditions.
What deadlines do I have to pay attention to?
Notice of the meeting must be given no later than 48 hours prior to the announcement of the meeting.
Appeal
A review in a preliminary procedure (opposition proceedings) does not take place in the case of measures under the NVersG.
Permissible legal remedy against measures of the NVersG (e.g. prohibition or restriction) is the action.
