Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Apply for support for the employment of people who have not worked for many years and receive citizen's allowance


As an employer, you can give long-term unemployed people the chance to make a new start in working life by creating suitable jobs in your company and actively supporting your new employees in their training.

The aim is to enable your new employee to participate in working life and to employ them in your company as permanently as possible even after the end of the subsidy.

The job center can reimburse you for a large part of your wage costs in the first 5 years, also finances coaching and you receive a budget for necessary further training.

Wage subsidy for up to 5 years

The job centre can grant you subsidies for wage costs for a maximum of 5 years. The wage subsidy is paid monthly and amounts to

  • 100 percent in the 1st and 2nd year of funding,
  • in the 3rd year of funding 90 percent,
  • in the 4th year of funding 80 percent and
  • 70 percent in the 5th year of funding

of the minimum wage under the Minimum Wage Act. If, as an employer, you are bound by a collective agreement or church labour law regulations or refer to a relevant collective agreement, your subsidy will be calculated according to the remuneration actually paid.

With a flat-rate social security contribution, the subsidy also covers the protection of your employee (except: contribution to unemployment insurance).

You will not receive a subsidy for one-off payments, such as Christmas bonuses or holiday bonuses.

Employment-related support (coaching)

In addition, the job centre will cover the costs of coaching for a maximum of 5 years, which will support your previously long-term unemployed employees, for example in the event of problems at the new workplace, in the family or in the event of difficulties with the organisation of everyday life. This makes it easier for your new employees to get used to everyday working life after a long period of unemployment.

The sponsored employees should take part in this coaching. In principle, coaching can take place inside or outside working hours, at the workplace or elsewhere. However, you must release your sponsored employee from work for coaching in the first year of funding, and in the case of coaching during working hours, with continued payment of wages. The coaching needs are determined individually. Your business concerns are taken into account when scheduling the coaching.

The coaching is designed in such a way that it also takes into account the special requirements that you or your company place on the staff. However, professional training is not part of the coaching.

If necessary, the coach will involve you and will be available to answer any questions you may have about the sponsored employee.

Continuing education costs

Upon request, the job centre will also reimburse you up to EUR 3,000 for necessary further training (course costs) during employment, but also for in-house further training. In addition, your employees can be reimbursed for the additional travel costs and additional costs for the care of children incurred during the training.

The decision on the funding of further training costs is at the discretion of the job centre. You do not have a legal claim to the funding.

Internship

The funding provides that internships outside your company with another employer can also be completed within the subsidized employment relationship.

  • Funding is excluded if
    • you terminate an existing employment relationship in order to receive a wage subsidy, or
    • you no longer make use of any funding previously provided for the employment relationship without any special reason.
  • The person for whom you would like to receive the grant must

Process flow

In order to receive the wage subsidy, you must submit an application before you hire someone and the employment contract is concluded.

  • Get in touch with your contact person at the job centre. There you will be advised on funding and receive the application form or you can submit the application online.
  • Fill out the funding application and submit it to the job centre or submit the application online.
  • Your job centre will review your application and inform you whether the employment relationship is eligible for funding and whether the person you wish to hire is eligible for this funding.
  • If the feedback is positive, you can conclude the employment contract and send it immediately to the job centre.
  • If all requirements are met, your employee will be assigned to you and you will receive a notice of approval.

The job centre takes care of the job-related coaching for your employee(s).

In order for the job centre to be able to cover further training costs, you must also first submit an application.

  • Get in touch with your contact person at the job centre. There you will receive the application form.
  • Fill out the funding application and submit it to the job centre with all the necessary documents.
  • Your job centre will review your application. If all requirements are met, you will receive a notification of approval.

As an employer, you must notify the job centre of the implementation of an internship before it begins.
