Vocational training: Entry qualification - confirmation
Entry qualification (EQ for short) gives young people the opportunity to get to know parts of a training occupation, a company and working life over a period of six to twelve months. Entry qualification is primarily intended for applicants with limited placement prospects who have not yet been placed by September 30. The company is given the opportunity to test these applicants in practice over a longer period of time. The applicant gets an insight into working life and has the chance to convince the company of his or her capabilities.
If they prove themselves, they may be taken on as a trainee (or employed). In individual cases, the entry qualification may be credited towards subsequent vocational training. There is no obligation to take on the trainee. The employer receives funding from the Employment Agency for the introductory qualification.
The following requirements must be met for entry-level training:
- The applicant must be registered with the employment agency as looking for a training place and not have found a training place in the last year of training or not yet have the required training qualifications in full or have learning difficulties and be socially disadvantaged.
- No funding will be provided if the applicant has already undergone EQ in the company (or in another company of the company) or if they have been employed there subject to compulsory insurance in the last three years before the start of EQ.
- It is not permitted to support an applicant's EQ in the company of their spouse or parents.
- Funding is granted for the agreed duration of at least six to a maximum of twelve months. The funding period for the same applicant may not exceed a total of 12 months.
- If the contract is terminated prematurely, the responsible body (chamber) and the employment agency must be informed.
Who should I contact?
Contact the careers advisor at the employment agency or your local chamber. This can be
- the Chamber of Skilled Crafts for vocational training in occupations covered by the Crafts Code,
- the Chamber of Industry and Commerce for vocational training in non-trade occupations,
- the Chamber of Agriculture for vocational training in agricultural and rural domestic science professions,
- the Chamber of Lawyers, Patent Attorneys and Notaries as well as the Notary's Office for the vocational training of specialists in the field of law,
- the Chamber of Auditors and the Chamber of Tax Consultants for the vocational training of professionals in the field of auditing and tax consultancy,
- the Chambers of Physicians, Dentists, Veterinarians and Pharmacists for the vocational training of healthcare professionals.
Further responsibilities, for example for bodies in the area of public law as well as churches and other religious communities, are regulated in the Vocational Training Act (BBiG).

Sample contracts and examples of entry-level qualifications are available from the chambers (especially IHKs) - often online. The funding application and guidelines are available from the Federal Employment Agency or can be downloaded from the Internet.
Which documents are required?
Young people under the age of 18 must present a certificate of initial medical examination in accordance with the Youth Employment Protection Act.
What deadlines do I have to pay attention to?
The funding application can be requested from the relevant employment agency. It must be submitted before the start of the contractual training period.
What else should I know?
The employers conclude a contract with the young people for the introductory training. They employ the young people in their company and teach them specialist and social skills. If vocational school attendance is not compulsory (varies from country to country), young people can be allowed to attend school. A company certificate is issued at the end of the introductory training. The chamber awards a certificate that facilitates the transition to subsequent training or employment.
