Certificate of voting rights
In order for parties, voter groups and candidates (so-called "election proposal holders") to be admitted to an election, certain formal conditions must be met.
After signing the form and fulfilling the requirements, the right to vote is certified free of charge by the competent authority in which the person entitled to vote resides (certificate of voting rights).

Requirements
- The submitted nominations must contain signatures from a certain number of eligible voters (so-called "supporting signatures").
- This is intended to prove the seriousness of an election proposal and thus ensure that only those nominations are admitted of which it can be assumed that they have already found a certain following among the electorate.
- Excluded from the collection of supporting signatures are election proposals that were already successful in the last election.
- Anyone wishing to support a specific nomination with their signature must be entitled to vote in the constituency or electoral area concerned (depending on the type of election) at the time of signing.
