New motor vehicle registration from non-EU country
Vehicles may only be put into operation on public roads if they are registered for traffic. Therefore, an application must be made for the allocation of a registration number for each vehicle. New vehicles from a non-EU country can be registered in Germany under certain conditions.

Responsibility lies with the district, the independent city or the municipality, joint municipality and city entrusted with this task.
The main place of residence according to the identity card is decisive. In the case of legal entities, this is the registered office of the main branch or the registered office of the branch.

Requirements
Authorization is granted
- only to the place of residence - in the case of several residences, the main residence - or the registered office/branch of the applicant.
- as a company vehicle if the company is entered in the German commercial register or trade register.
Which documents are required?
- Registration certificate part II (if available)
- Original data confirmation from the manufacturer in accordance with Section 2 (8) of the Vehicle Registration Ordinance (FZV), Certificate of Conformity (COC) or individual approval in accordance with Section 13 of the EC Vehicle Approval Regulation (EG-FGV)
- Electronic insurance confirmation (eVB) according to § 23 FZV
- Purchase contract/invoice for the new vehicle
- Vehicle documents or foreign registration certificate (if available)
- Identity card or passport with confirmation of registration - not older than 3 months
- Driving license and similar documents are not accepted
- SEPA direct debit mandate for the collection of vehicle tax
- This must be submitted in writing and signed by the holder in the original upon registration, including by third parties. If the account holder is different, this mandate must be signed in the original by the owner and the account holder. Proof of the specified bank details must be provided.
- Proof of customs clearance according to § 6 paragraph 6 FZV
In the case of clearance by a third party, additionally
- informal, written power of attorney from the applicant and identity card of the person for whom the vehicle is to be registered
additionally for companies:
- Extract from the trade register or commercial register
- the identification documents of the person responsible and authorized to sign (managing director, authorized signatory) and their power of attorney
additionally for associations:
- Extract from the register of associations
- ID of the person responsible and authorized to sign (board of directors) and their power of attorney
for underage vehicle owners additionally:
- Declaration of consent and signature of both parents
- their identity cards

Fees will be charged. Please contact the responsible office.
Process flow
The application for registration must be submitted by the keeper or a person authorized in writing. If the competent authority requires an application form, this can be obtained in advance from the competent authority.
If there is no European type approval or individual approval for the vehicle, a full approval in accordance with § 21 of the Road Traffic Licensing Regulations (StVZO) or an individual approval in accordance with § 13 of the EC Vehicle Approval Regulation (EG-FGV) is required. The invoice to be submitted must show that the vehicle is a new vehicle.
What deadlines do I have to pay attention to?
No deadlines need to be observed.

It is recommended that you check with the manufacturer, an officially recognized expert or an inspector before purchasing the vehicle to ensure that it meets the emission class required for registration.
