Apply for exemption from identification as a permanently disabled person who is unable to move about in public
If you cannot move alone in public because of a disability, then you can be exempted from the obligation to have an ID card - that is, from the obligation to have an ID card.
This is the case, for example, if you can no longer leave the house alone because of a disability.
You can cancel the exemption at any time. All you need to do is apply for an ID card or a passport.
Which documents are required?
- written request
- as far as available: Your old identity card or passport
- Proof that you are unable to participate in public life on your own, for example by means of a certificate from your family doctor, hospital, nursing home or care service
- if you are incapable of acting or giving consent: the original, publicly certified power of attorney
- in the case of an application by a representative:
- Proof of power of representation, for example by means of a power of attorney or a guardian's identity card
- identification document of the representative, for example, identity card or passport
Requirements
- You must have German citizenship.
- You must be at least 16 years old.
- You cannot move alone in public due to a permanent disability.
- You must be registered with your main residence in your municipality.
What are the fees?
There are no costs involved.
Process flow
You must apply for exemption from the ID card requirement in writing.
- You complete the application for exemption from the ID card requirement in full or
- You or a caregiver sign the application.
- You attach the necessary documents.
- You send the application and the documents to the competent ID card authority in your municipality or
- You go in person to the competent authority.
- The authority issues you an unlimited certificate stating that you are exempt from the ID card requirement.
- If you apply in person, you will immediately receive confirmation of the exemption. If you apply in writing, the competent authority will send you the confirmation.
Appeal
Complaint to the superior authority, alternatively to the Ministry of the Interior of the country.
