Apply for exemption from the identification requirement for permanently housed persons
If you are likely to be permanently accommodated in a hospital, nursing home or similar institution, then you can be exempted from the obligation to have an ID card - in other words, from the obligation to have an ID card.
This is the case, for example, if you are no longer able to live in your home because of your medical condition.
If you are no longer able to apply for the exemption for yourself, an authorized person can do this for you.
You can cancel the exemption at any time. All you need to do is apply for an identity card or passport.

- You are expected to be permanently housed in a hospital or nursing home or similar institution.
- You must be registered with your main place of residence in your municipality.

Which documents are required?
- written request

- if applicable, proof that you are likely to be permanently accommodated in a hospital, nursing home or similar institution, for example by means of a certificate from the family doctor, the hospital, the nursing home or the nursing service
What are the fees?

Process flow
You must apply for exemption from the ID card requirement in writing.
- You complete the application for exemption from the ID card requirement in full or
- You or a caregiver sign the application.
- You attach the necessary documents.
- You send the application and the documents to the competent ID card authority in your municipality or
- You go in person to the competent authority.
- The authority issues you an unlimited certificate stating that you are exempt from the ID card requirement.
- If you apply in person, you will immediately receive confirmation of the exemption. If you apply in writing, the competent authority will send you the confirmation.
Appeal
- Complaint to the superior authority, alternatively to the Ministry of the Interior of the federal state.
