Show traveling trade or activity exempt from travel trade card
The following activities that do not require a travel trade license must be reported to the competent authority:
Anyone who offers goods for sale or solicits (sells) or purchases orders, offers services or solicits orders for services in the municipality of their place of residence or commercial establishment, provided the municipality has no more than 10,000 inhabitants;
Anyone who sells food or other everyday goods from a non-fixed sales outlet or other establishment at regular, shorter intervals at the same location;
Anyone who offers printed matter for sale on public roads, streets, squares or in other public places.
If you carry out one of the above-mentioned activities that do not require a travel trade license, you must notify the competent authority of the start of your trade, unless you have already registered it in accordance with other provisions of the Trade, Commerce and Industry Regulation Act.
You must also make a notification if
you change the object of the trade or expand it to include goods or services that are not customary in your trade or
you give up your traveling trade.
Which documents are required?
Completed application form
Copy of identity card or comparable identification document / If applicable, residence permit with the note "Gainful employment permitted" if the applicant does not come from a country of the European Union, the European Economic Area (EEA) or Switzerland
Proof of the legal form of the company:
If you have your registered office in Germany, you will need: an extract from the register (e.g. commercial register, register of cooperatives) for registered companies, a copy of the articles of association for unregistered companies
If your company is based abroad, you will need documents from the country in which your company is based to prove its legal form.
Requirements
Start of a notifiable itinerant trade for which there is not already an obligation to notify under the Trade Regulation Act.
To ensure that you comply with your obligation to notify in good time, you must
complete the relevant application form and send it to the competent authority before starting your activity

What are the fees?
This is based on the respective administrative fee schedule of the federal state or the fee statutes of the authorities responsible under federal state law.
The trade authorities in Lower Saxony charge corresponding fees in accordance with the Ordinance on Fees and Expenses for Official Acts and Services (General Schedule of Fees - AllGO).
For the itinerant trade, the amount of the fee is based on "time spent" in accordance with section 40.1.19.5 of the annex to § 1 para. 1 AllGO

Process flow
You can register a travel trade or a "travel trade card-exempt activity" in person, in writing or electronically.
Once you have submitted the application and all documents are complete, the competent authority will check whether all requirements for notification have been met.
If all documents are complete, you have fulfilled your obligation to notify.
You may only commence your activity once you have fulfilled the obligation to notify.
Processing duration
If you submit your notification in writing or electronically, you will receive confirmation of receipt of your notification promptly, provided that the notification form has been filled out completely and correctly and the required documents have been submitted.

What deadlines do I have to pay attention to?
You must report your business activity immediately upon commencement. If you do not make the notification or do not do so correctly, completely or on time, you will be fined.

Who should I contact?
Responsibility under trade law in Lower Saxony is determined by the Ordinance on Responsibilities in the Field of Commercial Law and Other Areas of Law (ZustVO-Wirtschaft).
