Construction site: Issuing - of construction site orders under traffic law
Work sites that have an impact on road traffic, such as
- Excavations in the road
- road construction
- Work in the side area
- Erection of scaffolding
must be secured.
Before starting the work, the contractor must obtain instructions from the competent authority (including a traffic sign plan) on how the work site is to be cordoned off and marked and how traffic is to be restricted, regulated and routed.
Who should I contact?
Responsibility lies with the district, the independent city, the large independent city and the independent municipality.
For municipal roads, responsibility can be transferred to the respective municipality, joint municipality and town.
If the approval authority is located within Lower Saxony, the Lower Saxony State Authority for Road Construction and Transport (NLStBV) as the road construction authority for the
- Federal highways,
- federal and state roads and
- the district roads under the technical administration of the state (especially with regard to construction sites and bridge structures)
by the responsible body.

Requirements
The traffic law measures required to secure the work site must always be checked on a case-by-case basis. The contractor and the traffic authority have access to the guidelines for securing road works (RSA) as well as standard plans for all possible safety measures.

Process flow
The contractor must check which road safety measures are necessary and appropriate during the planning phase of the work site based on the specific local conditions. A written application must then be submitted to the traffic authority for the traffic safety measures to be ordered.
The traffic authority examines the application and the documents submitted and consults the authorities to be involved (police and road construction authority). If necessary, a site inspection is carried out with all parties involved in order to coordinate the necessary measures on site. The necessary measures are then ordered by the traffic authority to be carried out by the contractor.

Application Deadline: 2 WeeksThe application must be submitted in good time, at least two weeks before the start of the construction work.
