Apply for re-registration of your motor vehicle (without change of ownership)
As a vehicle owner, you re-register your vehicle to a new address and apply for a new vehicle registration number if you move your residence to another municipality.
A remarking (assignment of a new number plate) can be waived if the vehicle is changed within registration areas in which the same distinguishing number plates are used. This only applies to the cities and districts or the regions of Göttingen, Hanover, Oldenburg and Osnabrück. As things stand at present, there are no plans to extend the waiver of relabelling to other areas of approval.
The obligation to relabel the vehicle owner in the event of a change of residence to another registration area, which is regulated in the Vehicle Registration Ordinance, was abolished on 1 January 2015. When changing their place of residence within Germany, vehicle owners can now decide for themselves whether they want to continue using the previous number plate or have a new one assigned. It should be noted that the obligation to report the change of residence to the competent authority remains in place and that it is still necessary to amend the registration certificate Part I (vehicle registration document).
Who should I contact?
The responsibility lies with the district, the independent city and the municipality, joint municipality and city entrusted with this task.
In this case, the main residence according to the identity card is decisive. In the case of legal entities, this is the registered office of the principal place of business or the seat of the branch.

- This must be presented in writing in the original, signed by the holder, at the time of approval, also by third parties. In the event of a different account holder, the original of this mandate must be signed by the holder and the account holder. Proof of the bank details provided must be provided.

- a certificate stating that the main customs office waives the collection of motor vehicle tax, or
- Proof of tax exemption
in the case of third-party processing, additionally:
- informal, written power of attorney of the applicant and identity card of the person for whom the vehicle is to be registered
In the case of companies, additionally:
- Excerpt from the trade register or commercial register
- the identity documents of the responsible person authorised to sign (managing director, authorised signatory) as well as their power of attorney
You can obtain the insurance confirmation of the motor vehicle liability insurance from the insurance company of your choice. In most cases, you can request the insurance confirmation by calling your insurance company.

Process flow
If you are already in possession of the registration certificate Part II and there is still space in it for the registration, the change will be made at the same time. If you still have a vehicle registration document, a new registration certificate Part II will be issued. In any case, you will receive a new registration certificate Part I. An entry in the registration certificate Part II is only made when changing license plates and "old" vehicle registration documents and vehicle registration documents can be retained. There is no need to exchange for Registration Certificate Part I and Registration Certificate Part II.

During the re-registration process, you can have new license plates produced by private providers, who are usually located near the competent authority. The cost of the signs is not included in the fees. The license plates are then provided with stickers for the general inspection (HU) and the registration district by the competent authority.
