Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Declaration by the adoption applicants that they are willing to adopt the child proposed to them.

If you are interested in adopting a child from abroad and if a child can be proposed to you for adoption, you will be asked by the International Placement Office to submit a declaration stating your willingness to adopt this child.

A specific form is required for this declaration. The declaration must be "publicly authenticated". This certification can take place in a notary's office or in a youth welfare office. The certification in the youth welfare office is free of charge. There are costs for the certification in a notary's office.

If you agree to adopt the child proposed to you, you are obligated to fully reimburse various public benefits provided for the child. This obligation continues for a maximum of 6 years and ends when the child is adopted. There is no full reimbursement obligation for services provided to the child if the child is already adopted. In these cases, you only have to pay a contribution to costs to the extent that parents would have to.

Requirements

  • You have agreed to a child proposal within the framework of international adoption proceedings.
  • The international placement office must have requested you to make a declaration in accordance with Section 7 (1) AdÜbAG as part of the adoption procedure and you must be willing to adopt the child proposed to you.

Applications / forms

The declaration of willingness to adopt a child must be publicly notarized. This is possible at a notary's office and at a youth welfare office.

Which documents are required?

Identity must be proven for the certification. You must therefore be able to identify yourself with an ID card, passport or comparable documents.

What are the fees?

Notarial certification incurs costs in accordance with the applicable schedule of fees. The notary's office can inform about the exact amount of the costs before a notarization.

The public certification of the declaration before the notary of a youth welfare office is free of charge.

Process flow

  • If the international placement office has requested you to make a declaration in accordance with Section 7 (1) AdÜbAG and you are prepared to adopt the child proposed to you, contact the office where you wish to have the notarization carried out.
    It is best to arrange an appointment with the office that is to record the document. Before the notarization, the person recording the document informs about the legal consequences of the notarization.
  • As a rule, the notarization can take place immediately.
  • The deed is sent to the foreign exchange.

What deadlines do I have to pay attention to?

If the international placement office requests you to certify your declaration, it will set you a deadline by which the certification must take place. If you cannot meet this deadline for compelling reasons, but want to adopt the child proposed to you, you must contact the international placement office for an extension of the deadline.

Processing duration

The required legal briefings and questions that may need to be asked prior to notarization require a time commitment. The time required is different in each individual case. In addition, there is a possible waiting time on site.

It is advisable to make an appointment for the notarization.

What else should I know?

The declaration of willingness to adopt a child must be publicly notarized. This is possible in a notary's office and in a youth welfare office.

The procedure (alternatively: "The notarization") can only be carried out in German.
