Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Applying for a driver qualification certificate


Road safety is to be improved within the European Union. For this reason, self-employed and employed drivers who carry out road haulage or passenger transport on public roads must have a special qualification.

In addition to the required driving license, drivers must obtain a basic qualification to enter the profession.

Who should I contact?

Responsibility lies with the Hannover Region, the districts and independent cities (driving license offices).

Requirements

  • Possession of a driving license for categories C1, C1E, C, CE, D1, D1E, D or DE

Which documents are required?

  • Copy of proof of identity (e.g. identity card, passport, electronic residence permit)
  • Current biometric photo, in passport format (45 x 35 mm) in portrait format, frontal shot without border, without headgear and without covering the eyes
  • Copy of the previous driver's license
  • Proof of basic qualification, accelerated basic qualification or further training
  • Proof of other completed special training and further training measures within the meaning of the Professional Driver Qualification Ordinance (training on the inland transportation of dangerous goods for vehicle drivers or training on the protection of animals during transport), if these are to be credited,
  • If issued due to a change: proof of the corresponding change

What are the fees?

Fees are charged in accordance with the German Road Traffic Fee Regulations (GebOSt). The amount of the fees is determined by the cost tariff in the appendix to the GebOSt.

Process flow

Please apply for the driver qualification certificate (FQN) in writing. The competent authority may require you to attend an interview in person. Please inform yourself in advance on the homepage of the driving license office responsible for you. There you will also find information about the documents you need.

Once the application has been received, you will receive an invoice for the application fees.

Once the application fee has been paid and the documents have been checked, the relevant office will have a driver qualification certificate produced by the Bundesdruckerei.

The Bundesdruckerei will send you the driver qualification certificate.

What deadlines do I have to pay attention to?

You should contact the driving license office responsible for you in good time before the key number 95 on your driving license expires to find out, for example, whether an appointment for a personal appearance is necessary and how much notice is required.

What else should I know?

The driver qualification certificate replaces the entry of the key number "95" in the driver's license.
