In Lower Saxony, sales outlets are allowed from Monday 0.00 a.m. to Saturday 24.00. be open.

On Sundays and public holidays, there is a general ban on opening and selling. The Lower Saxony Act on Shop Opening and Sales Times (NLöffVZG) provides for exceptions to this prohibition for:

• pharmacies, petrol stations, points of sale at passenger stations, airports and ferry ports,
• Outlets for the consumption of goods for immediate consumption in order to meet local needs
• Sales outlets in spas and recreation areas, in excursion places as well as in places of pilgrimage,
• outlets which, according to their size and assortment, are geared towards the sale of goods for small daily needs,
• Farm shops,
• four times and in excursion places eight times a year possible so-called "open Sunday".

• wholesale trade (sale to resellers and commercial customers),
• on the sale of accessories, if it is provided at the place of the principal service and the main service is not subject to the provisions of the act,
• the sale of goods at folk festivals and at fixed fairs, markets and exhibitions,
• restaurants, video counters and service establishments.
