Approval of the start of the operation of an energy supply network in accordance with the Energy Industry Act
The commencement of the operation of an energy supply network requires a permit in accordance with § 4 (1) of the Energy Industry Act (EnWG) by the competent authority under state law.
Who should I contact?
Responsibility lies with the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection.
This procedure can also be handled through a "point of single contact". The "Point of Single Contact" is a special service offered by the municipalities and the state for service providers.
Requirements
By applying for the start of operation of the energy supply network, the applicant must demonstrate that he has the human, technical and economic capacity and reliability to ensure the long-term operation of the grid in accordance with the provisions of the EnWG.

What are the fees?
The amount of the fees is - in accordance with Annex 1 to § 1 paragraph 1 General Fee Schedule of the State of Lower Saxony No. 27.1.1. - depending on the time required.
However, a minimum of EUR 500.00 and a maximum of EUR 5,000 will be charged.
What deadlines do I have to pay attention to?
Authorisation for network operation must be obtained prior to commencement. Paragraph 4(1)(2) of the EnWG provides for a decision by the competent authority within 6 months of the existence of complete application documents. Accordingly, the application must be submitted in good time.
Processing duration
The competent authority shall take a decision within 6 months of the availability of complete application documents.
