Certain construction and parts of construction installations may be constructed, inserted or modified as procedural works without planning permission and without notification. These construction measures are listed in the appendix to Section 60 (1) of the Lower Saxony Building Code (NBauO).

According to Section 60 (2) lower Saxony Building Code (NBauO), no-process construction measures are also:

• the modification of the use of a building site if the public building law does not place other or more extensive requirements on the new use or if the construction or modification of the building site referred to in paragraph 1 would be procedurally free of procedure,
• the conversion of rooms in the attic of a residential building with only one apartment in common rooms belonging to that apartment,
• the conversion of rooms in existing residential buildings and apartments into rooms with bathtub or shower or with toilet,
• the demolition and disposal of structural installations, excluding high-rise buildings, and the parts of structural installations listed in the Annex,
• maintenance of construction facilities.

Where there are doubts as to whether or not an intended construction project requires approval or notification, information may be obtained from the competent authority before the measure is implemented.
