In areas designated as floodplains, an exemption is required for the following measures:

• the construction or extension of structural installations,
• the construction of walls, ramparts or similar installations across the direction of flow of the water in the event of flooding,
• the application and storage of water-hazardous substances on the soil, unless the substances may be used in the context of proper agriculture and forestry;
• which not only provide short-term deposits of objects which may hinder the run-off of water or which may be washed away,
• the elevation or deepening of the earth's surface,
• the installation of tree and shrub plantations, insofar as they are contrary to the objectives of providing flood protection,
• the conversion of grassland into arable land, as well as
• the conversion of Auwald into a different type of use.
