In principle, at least 15 fruit or vegetable producers are at the beginning of these support measures, which are grouped together. If this concentration fulfils certain conditions, a producer organisation (POs) may be formed.

After or in parallel with recognition, producer organisations draw up operational programmes (OPs). Under these OPs (3-5 years) producer organisations can receive EU funding from the European Agricultural Guarantee Fund (EAE). The OP is financed at 50% each by contributions from producers and EU aid. EU aid is granted on an annual basis up to a ceiling of 4.1% of the value of marketed production (comparable to the turnover of the POs). Support will be given to actions and measures to strengthen the market position and competitiveness of producer organisations. The main objectives of the programmes include further pooling of supply, promoting marketing, improving quality, improving environmentally sound production (e.g. organic or integrated production) and market-oriented production. For each planned action, performance indicators shall be identified to measure the effectiveness of the implementation of the measures.
