Certificate of competence in accordance with the Chemicals Climate Protection Ordinance Exhibition
Since 4 July 2009, anyone wishing to install, check for leaks, maintain, maintain or recover the gases requires a new certificate of competence so that the activity can continue to be carried out.
The competent authority issues certificates of competence for persons who wish to install, check for leaks, maintain, maintain or recover systems containing fluorinated greenhouse gases. This is provided for by the Chemicals Climate Protection Ordinance (ChemKlimaschutzV), which came into force on 1 August 2008 and is based on Regulation (EC) No. 842/2006 on certain fluorinating propellants.
The following activities are affected:
- activities on refrigeration systems, air conditioning systems and heat pumps,
- activities at facilities containing fluorinated greenhouse gases as solvents,
- activities on fire protection systems and fire extinguishers,
- Activities on high-voltage switchgear and
- Activities on air-conditioning systems in motor vehicles.

Competent authority
The responsibility lies with the Chamber of Crafts, the Crafts Guild and the Chamber of Industry and Commerce.
This procedure can also be handled by a "Point of Single Contact". The "Point of Single Contact" is a special service offered by the municipalities and the state for service providers.
Requirements
- In order to obtain the certificates of competence, a theoretical and practical examination must be taken.
- For work on air conditioning systems in motor vehicles, participation in a training course is sufficient.
- In addition, in the case of activities, the applicant must:
- refrigeration and air conditioning systems as well as heat pumps have completed a technical or craft training qualification qualifying them for the respective activity and have passed a theoretical and practical examination.
- Establishments containing fluorinated greenhouse gases as solvents, have successfully completed technical or craft training enabling them to carry out the respective activity and have passed a theoretical and practical examination.
- fire protection systems and fire extinguishers have passed a theoretical and practical exam.
- high-voltage switchgear have passed a theoretical and practical examination.
- air conditioning systems in motor vehicles have successfully participated in a training program.
- Persons who have completed training as a refrigeration system engineer receive the certificate of competence without taking an examination.
