Approval of the commencement of operation of an energy supply network in accordance with the Energy Industry Act
The commencement of operation of an energy supply network requires a permit in accordance with Section 4 (1) of the Energy Industry Act (EnWG) by the competent authority under state law.

By applying for the commencement of operation of the energy supply network, the applicant must demonstrate that he has the personnel, technical and economic capacity and reliability to ensure long-term network operation in accordance with the provisions of the EnWG.

What are the fees?
The amount of the fees is determined - according to Annex 1 to § 1 paragraph 1 of the General Fee Schedule of the State of Lower Saxony No. 27.1.1. - depending on the time spent.
However, a minimum of EUR 500.00 and a maximum of EUR 5,000 will be charged.
Processing duration
The competent authority shall take a decision within 6 months of the submission of complete application documents.
What deadlines do I have to pay attention to?
Authorisation for the operation of the network must be obtained prior to commencement. Section 4 (1) sentence 2 EnWG provides for a decision by the competent authority within 6 months of the submission of complete application documents. Accordingly, the application must be submitted in good time.

The responsibility lies with the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection.
This procedure can also be handled by a "Point of Single Contact". The "Point of Single Contact" is a special service offered by the municipalities and the state for service providers.
