Information on practical work in the field of architecture

With the transposition of the EU Professional Recognition Directive (2005/36/EC) into the Lower Saxony Architects Act (NArchtG), the requirements for entry in the list of architects of the Lower Saxony Chamber of Architects have changed for graduates of the field of architecture. Graduates of the other disciplines (interior architecture, landscape architecture, urban planning) are not affected by the changes outlined below.

For registration in the field of architecture, it must be demonstrated that the applicant has carried out a practical activity of at least 2 years. The practical work must have been completed full-time for at least two years, correspondingly longer, on part-time, built on the knowledge, skills and competences acquired during the course of study and have enabled the acquisition of practical knowledge, skills and competences in the essential parts of the professional tasks referred to in Paragraph 2(1), 5, 6 of the NArchtG.

What is new is that

  • up to one year of practical work can already be completed after completing a 3-year degree (Bachelor), and
  • the practical activity must be carried out under the supervision of a professional or a chamber of architects (Section 6 (5) NArchtG).

Supervision must be carried out by an architect or chamber of architects. The practical work can be carried out at home or abroad. The Chamber of Architects of Lower Saxony may supervise if the graduate has a domicile or professional establishment in Lower Saxony or practises all or part of his profession in Lower Saxony.

The details of the practical activity under supervision are laid down in the "Statute for the field of professional practice under supervision in accordance with Section 6 (5) p. 3 and paragraph 6 p. 2 of the Lower Saxony Architects Act (NArchtG)." The following remarks are intended to give an overview of the course and the necessary contents of the practical workunder supervision in the field of architecture.

Aim and necessary content of practical work

The practical work is intended to gain experience as well as to deepen theoretical and practical knowledge, skills and competences in the professional tasks of the field of architecture in accordance with Section 2 nArchtG. It is intended to enable graduates of a degree in architecture to pursue their profession on their own responsibility. The practical work must have been carried out in a balanced manner in the essential occupational tasks. This means, with particular regard to the safety aspects and legal framework of the project, the exercise of

(a) the design of buildings (in particular preliminary design, design);

(b) the technical planning of buildings (in particular execution planning);

(c) the economic planning of buildings (in particular preparation and participation in procurement and cost planning) and

(d) the coordination and monitoring of the design and execution of buildings (in particular construction supervision).

Supervision

The practical work under supervision can be carried out at home or abroad. In both cases, supervision is required either by a chamber of architects or by an architect (professional person).

Professionals can only be those who are entitled to use the professional title "architect" or "architect" on the basis of a corresponding entry in the list of architects of a chamber of architects. The Chamber of Architects is available as a supervisory body, especially for graduates, if it is not possible to be accompanied by a professional – for example, if the graduate works in a construction company or engineering firm in which no architect works, or if the graduate carries out an independent activity in which there is also no architect available for supervision.

If the practical activity is to be carried out abroad, the foreign professional must be qualified to supervise the practical activity. For this reason, the admission of the foreign supervisor or post by the Chamber of Architects of Lower Saxony or another Chamber of Architects must be established before starting the practical activity abroad.

Procedure for supervision by a professional

If supervision is carried out by a professional person, a notification or an application to the Lower Saxony Chamber of Architects is not required. However, it is recommended that the Lower Saxony Chamber of Architects should be contacted before the start of the activity so that it can advise the graduate and the professional person on the procedure and the essential content of the practical work required.

Supervision is carried out by means of random checks on the activities and performance of the graduate. The professional must ensure that the necessary content is conveyed during the practical work. It shall make available to the graduate copies of his own work and corresponding work certificates or other documents documenting the amount of time and content of the practical activity for the final evaluation by the Registration Committee.

Application and procedure for supervision by the Lower Saxony Chamber of Architects

The Lower Saxony Chamber of Architects may exercise supervision if the graduate has a domicile or professional establishment in Lower Saxony or practises the profession in whole or in part, but not only temporarily and occasionally, in Lower Saxony. If the local link with Lower Saxony ceases during the period of practical work, the supervision shall end by:

the Lower Saxony Chamber of Architects and the graduate must continue to supervise the Chamber of Architects of his new location.

Supervision of the practical work of the Lower Saxony Chamber of Architects is carried out on request. The application must contain the following information:

(a) Family, birth and birth names, gender, academic degrees

b) Address of the apartment

(c) Address of professional establishment or place of employment or employment

d) Date and place of birth

(e) Indication of whether and, where applicable, parts of the practical work outside Lower Saxony have already been completed

(f) Entries in lists and directories with a chamber of architects of another Land

g) Degrees in architecture

(h) the nature and extent of the practical activity planned or started

(i) Contact details of the work or client(s)

The application shall be enclosed with the necessary documents and evidence.

Upon receipt of the application, the Registration Committee of the Lower Saxony Chamber of Architects first examines whether the degree meets the requirements for entry in the list of architects in the field of architecture and whether the planned or started activity is in principle suitable for achieving the above-mentioned objectives and conveying content. If the prerequisites are met, the Lower Saxony Chamber of Architects confirms to the graduate this graduate and the start of practical work under supervision.

Supervision is carried out by means of random checks on the activities and performance of the graduate. To this end, the Board's registration committee usually requests an activity report from the graduate every six months, to which appropriate evidence must be attached.

Display of significant changes

If changes to the above-mentioned information arise during the course of the practical work under the supervision of the Lower Saxony Chamber of Architects, these information must be notified to the Chamber of Architects without delay.

Training

As part of the practical work, the graduate must attend and prove the necessary training events in accordance with Section 6(4) of the NArchtG.

Evaluation of practical work

The Lower Saxony Chamber of Architects examines the practical activity after graduation in the context of the registration procedure. If the practical activity does not yet meet the requirements, the Lower Saxony Chamber of Architects informs the graduate of the requirements, stating the requirements which it or he has not fulfilled.

On request, the Registration Committee may also make an assessment of a professional activity already completed outside a registration procedure. The fee for such a review is 80,- €.

Transitional arrangements

Persons who start or have started their studies or practical work by 31 December 2017 can still be registered under the old legal situation, i.e. in particular without proof of practical work under supervision. They have the right to vote. If the practical activity is not supervised, these periods are not eligible within the EU (Article 46(4) of the Professional Recognition Directive – 2005/36/EC).

The application shall be attached to the following documents:

  • certified copy(s) of the diploma, bachelor's and/or master's certificate and a copy of the respective diploma
