Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

List of external consulting engineers Registration


The professional title "Consulting Engineer" is protected by the Lower Saxony Engineering Act (NIngG). If you have neither a place of residence nor a professional establishment in Germany and temporarily and occasionally carry out professional tasks of engineers within the meaning of § 2 NIngG on a freelance basis in Lower Saxony, you may use the professional title "Consulting Engineer" if you are entered in the register of external consulting engineers. The provision of the service must be reported to the Chamber of Engineers.

If one year has passed since the last advertisement and you still intend to provide services in Lower Saxony and use the professional title "Consulting Engineer", this must be reported to the Chamber of Engineers.

Which documents are required?

For entry in the register of external consulting engineers, persons established in an EU, EEA or equivalent country must submit the following evidence:

  • Initial display of the service
  • Information on professional indemnity insurance
  • All documents in non-German must be accompanied by a translation, which must be confirmed by a publicly appointed and sworn translator
  • Statement of Reliability

In order to be entered in the register of external consulting engineers, persons established in other countries must submit the following evidence:

  • Proof of a university degree
  • Proof of participation in at least four one-day job-related training events
  • Proof of independent and self-reliant work as an engineer by submitting e.g. excerpt from the commercial register, copy of the articles of association, confirmation from the supervisor that he is not bound by professional instructions and / or confirmation of freelancing by the tax office or tax consultant
  • Up-to-date proof of the existence of professional indemnity insurance
  • All documents in non-German must be accompanied by a translation, which must be confirmed by a publicly appointed and sworn translator
  • Statement of Reliability

Requirements

For entry in the register of external consulting engineers, the following requirements apply to persons established in an EU, EEA or equivalent country:

  • Initial display of the service
  • the reliability required for the profession
  • Information on the details of insurance cover or any other type of individual or collective protection relating to professional indemnity

For entry in the register of external consulting engineers, the following requirements apply to persons established in other countries:

  • Proof of professional qualification
  • There are no significant differences between the professional qualification obtained by a foreign engineering/degree degree or a professional qualification entitling the holder to practise the engineering profession in another European country and a domestic qualification entitling the holder to use the professional title "engineer" (at least three years of standard period of study, at least 70% of the course of study is characterised by mathematics, computer science, natural sciences, technology (STEM)).
  • An exception applies to the fields of agricultural and industrial engineering insofar as only a STEM share of at least 51% must be achieved.
  • at least three years of full-time or part-time professional experience as an engineer
  • Participation in at least four one-day vocational training courses
  • independent and self-reliant exercise of the professional task of engineers within the meaning of § 2 NIngG
  • when exercising the professional activity, no commercial interests may be represented that are related to the professional activity
  • Proof of adequate professional indemnity insurance (personal injury must be insured at least 1,500,000 euros, property damage and financial loss at least 200,000 euros per insured event - double maximization each)
  • the reliability required for the profession

Process flow

An application for entry in the directory of external consulting engineers must be submitted in writing or online using the form provided. The supporting documents mentioned under "Required documents" must be attached to the notification.

Processing duration

A maximum of 2 months after receipt of the complete documents

What else should I know?

If one year has passed since the last notification and the service provider still intends to provide services in Lower Saxony and to use the professional title "Consulting Engineer", he or she must notify the Chamber of Engineers. If the situation certified in the documents submitted so far has changed significantly, the service provider must report this by submitting the relevant documents.
