Cessation of activity as a certification-service-provider Notification

Certification service providers issue qualified certificates or qualified time stamps within the meaning of the Signature Act.

Any person acting as a certification-service-provider who ceases the activity must notify the competent body without delay.

The certification-service-provider shall ensure that:

  • the qualified certificates valid at the time of cessation of activity are taken over by another certification-service-provider;
  • the signature key holders concerned are notified of the cessation of activity and the takeover of the qualified certificates by another certification-service-provider, and
  • the documentation is handed over to the accepting certification service provider or to the competent body in accordance with § 10 of the Signature Act.

If the qualified certificates are not adopted by any other certification-service-provider, they must be revoked. If insolvency proceedings have been opened, this must also be reported to the competent authority without delay.

The responsibility lies with the Federal Network Agency.

This procedure can also be carried out through a "Point of Single Contact". The "Point of Single Contact" is a special service offered by municipalities and the state for service providers.

No documents are required.

There are no fees.

The notification should be submitted at least 2 months before the cessation of operations. By that time, signature key holders should also be informed of the cessation of operations.

The notification can be made informally.

If circumstances arise during operation that no longer enable the fulfilment of the operating requirements, this must also be reported immediately.
