Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

The professional title "engineer" is protected by the Lower Saxony Engineering Act (NIngG). If you have neither a place of residence nor a professional establishment in Germany and temporarily and occasionally carry out professional engineering tasks in Lower Saxony within the meaning of Section 2 NIngG, you may use the professional title "engineer" if you are entered in the register of foreign engineers. The provision of the service must be reported to the Chamber of Engineers.

If one year has passed since the last notification and you still intend to provide services in Lower Saxony and use the professional title "Ingenieurin" or "Ingenieur", this must be reported to the Chamber of Engineers.

Requirements

For entry in the register of foreign engineers, the following requirements apply to persons established in an EU, EEA or equivalent state:

  • Initial display of the service
  • the reliability required for the profession

For entry in the register of foreign engineers, the following requirements apply to persons established in other countries:

  • Proof of professional qualification
  • No significant differences between the professional qualification obtained through a foreign engineer/degree or a professional qualification entitling the holder to practice the profession of engineer in another European country and a domestic qualification entitling the holder to use the professional title "Ingenieurin" or "Ingenieur" (at least three years standard period of study, at least 70% of studies are dominated by mathematics, computer science, natural sciences, technology (STEM)).
  • An exception applies to the fields of agricultural and industrial engineering insofar as only a MINT share of at least 51% must be achieved.
  • the reliability required for the profession

Which documents are required?

For entry in the list of foreign engineers, the following evidence must be submitted by persons with an establishment in an EU, EEA or equivalent country:

  • Declaration of reliability

For entry in the list of foreign engineers, the following evidence must be submitted by persons with a place of business in other countries:

  • Proof of university degree
  • All documents in non-German must be accompanied by a translation, which must be certified by a publicly appointed and sworn translator
  • Declaration of reliability

Please have all the necessary documents ready for the electronic notification. Without the complete documents, you will not be able to complete the electronic notification procedure and submit your notification.

What are the fees?

If established in an EU, EEA or equivalent country, registration is free of charge.

If you are established in another country, the fee is € 83.

Process flow

An application for entry in the register of external engineers must be submitted in writing or online using the form provided. The supporting documents referred to under "required documents" must be attached to the notification.

What deadlines do I have to pay attention to?

There are no deadlines to be observed.

What else should I know?

If one year has passed since the last notification and the service provider still intends to provide services in Lower Saxony and to use the professional title "Ingenieurin" or "Ingenieur", he or she must notify the Chamber of Engineers. If the situation certified in the documents submitted so far has changed significantly, the service provider must notify us of this by presenting the corresponding documents.
