Structural Structural Testing Engineers: Recognition

A test engineer for stability is a person who is recognised as such by the competent authority. Other persons are not allowed to use this designation. In order to be recognized as a test engineer for structural stability, the applicant must undergo an extensive examination of his/her knowledge and skills.

The recognition of a test engineer for stability is granted for one or more of the following disciplines:

  • Solid construction
  • Metal
  • Wood construction

Who should I contact?

The responsibility lies with the Lower Saxony Ministry for the Environment, Energy, Building and Climate Protection.

This procedure can also be carried out through a "Point of Single Contact". The "Point of Single Contact" is a special service offered by the municipalities and the state for service providers.


In order to be admitted to this examination, the following conditions must be met:

  • at least 10 years of experience in the preparation of stability certificates
  • at least 1 year of experience in technical construction management and site supervision
  • at least 2 years of independent (i.e. self-employed) activity as a structural engineer


  • Activity as a full-time university lecturer (professor)

In addition, it must be proven that construction projects of a high degree of difficulty have already been processed.

Which documents are required?

No documentation is required.

What are the fees?

Fees are charged in accordance with § 1 paragraph 1 in conjunction with Annex 1 No. 10.1 of the Lower Saxony Construction Fees Regulations (BauGO).

Deadlines may have to be observed. Please contact the competent authority.

What else should I know?

An advisory board formed by the competent authority decides on the professional suitability of the applicant by means of a written expert opinion.

There is no legal entitlement to recognition. Recognition does not give rise to any entitlement to the issuance of inspection orders.
