Which place to enter?

The location is used to determine the responsible office for the selected administrative service. In most cases you can enter your place of residence to find the competent authority. However, there are also cases in which a different location must be specified. Here are some examples:

Birth certificateYou want to get married and need a birth certificate. You live in Hanover, but you were born in Celle. You must therefore state your place of birth, i.e. Celle.

Business registrationYou would like to register a business in Braunschweig. Your place of residence is Hanover. You must therefore state the location of your future business, i.e. Braunschweig.

Apply for a building permitYou would like to build a house in Wunstorf and therefore apply for a building permit. Her place of residence is currently Hanover. You must indicate the place where the house is to be built. In this case it is Wunstorf.

Operation of a public scale: display


Anyone who uses a public scale has:

  • mark the public weighing instrument with an externally affixed plate with the clearly legible inscription:
    • 'Public scales, weighing range of ... kg to ... kg";
    • the word "weighing instrument" may be accompanied by references to the nature of the instrument, its intended use or its holder;
  • notify the competent authority immediately of the commencement and cessation of operation of a public weighing instrument.

When weighing, anyone using a public weighing instrument must ensure that:

  • these are carried out conscientiously and impartially, and
  • they are refused if the user of the public scale, the operating personnel carrying out the weighing or one of their relatives within the meaning of Section 383(1)(1) to (3) of the Code of Civil Procedure (ZPO) have a direct interest in the weighing result.

Anyone who uses a public weighing instrument must ensure that the weighing result is certified by the signature of the person who determined it himself.

The following information must appear on the certificate:

  • an indication that it is a public consideration,
  • the place and date of weighing,
  • the person responsible for the weighing,
  • the type of material to be weighed,
  • in the case of the weighing of motor vehicles or trailers, the registration plate,
  • in the case of an automatic weighing instrument equipped with a counter,
    • the status of the counter before and after public weighing, and
    • the determined weighing result.

Any person using a public weighing instrument must keep the records of certified public weighing for a period of two years from the date of termination of the weighing.

Who should I contact?

The responsibility lies with the operating offices of the Landesbetrieb Mess- und Eichwesen Niedersachsen (MEN).

The MEN itself has the nationwide existing tasks. It is subject to the legal and technical supervision of the Lower Saxony Ministry of Economic Affairs, Labour and Transport.

This procedure can also be carried out through a "Point of Single Contact". The "Point of Single Contact" is a special service offered by municipalities and the state for service providers.
